Modding is effective. There was a map made for Warcraft 3 called Defense of the Ancients. If I recall correctly, it is now sanctioned by Blizzard.

This is going COMPLETELY OT...we're talking about an actual, whole and true, new game. This may include a new engine. Forget about mods...thats an infringement. Forget about fan based mods...thats even worse:(

anyone ever played 'Rebelstar'? it is very similar to STA but without the realism.

I'm going to propose a radical theory. Don't make a computer game version of Urban War/Metropolis until you have the actual rules for the tabletop wargame sorted.
